Can I create a program but make it not publicly visible?

To make your program private, you can simply not embed it in your store's menu. For testing purposes, you can lock your program and manually invite affiliates at Programs > Edit > Advanced & Payment > enable Lock Sign-up Page. Please keep in mind that this will also make the program go INACTIVE, therefore it must be turned off before your real affiliates start working!
